You can just pick a Hawke from the default heroes in the Keep, you get the option to customize regardless, Look, 2 weeks ago I finished a playthrough of DA2 and my custom character was uploaded, but in this 2 weeks the keep has been really clonky, there was one day last week that all my custom characters and achievements from DAO were deleted and returned on the next day, but if I'm not mistaken you can edit you Hawke appearance when they appear on in DAI.
